Violent Riots Target African Nationals Living In Israel

A demonstration held Wednesday night in Tel Aviv in favor of deporting Africans in Israel turned into a frenzied mob. Twelve people were arrested for committing acts of violence and vandalism against Africans. Israel has tens of thousands of African nationals from Darfur and Eritrea. Over the last month, reports have filled the Israeli papers of suspicions that the Africans are responsible for a string of violent crimes, and rapes, though actual evidence only incriminates them in a handful of circumstances.

In Israel last night, violence broke out in a district of Tel Aviv. A demonstration against the country's large community of African nationals turned into a riot. Shouting slogans, such as blacks out, more than 1,000 Israelis took to the streets and stores belonging to African nationals were attacked and looted.

At least 17 rioters were arrested. Sheera Frenkel reports on the rising tensions over Israel's African community.

SHEERA FRENKEL, BYLINE: N'ola and Haya Hafitz(ph) sit inside the bodega they run in the Hatikva neighborhood of Tel Aviv. Just last night, the street in front of their store was filled with an angry mob, burning trashcans and looting stores. Niall(ph) Hafitz says he understands why people are angry. The neighborhood was poor to begin with and the influx of African nationals looking for work and housing has only made things worse.

The Hafitzs say they weren't part of the mob last night, but they also didn't interfere when the store opposite theirs was attacked. The store owner, Amin Zagatar(ph), is a Eritrean. He's been living in Tel Aviv for six years and speaks fluent Hebrew. He says he wasn't surprised when the mobs attacked his store.

AMIN ZAGATAR: (Through translator) A group of men had come in the morning and told me they would be back. They asked if I was the owner or if I worked for an Israeli. They threatened me. They said that if I was here when they returned they would kill me.

FRENKEL: It's not the first time Zagatar has been attacked. He says that, two months ago, a group of Russian-speaking men beat him with wooden planks outside his store. And last month, a Molotov cocktail was thrown at the apartment building he shares with dozens of other Eritrean and Sudanese refugees.

ZAGATAR: (Through translator) I'm afraid. Day and night, I'm afraid they will come and get me. I just want to get out of here.

FRENKEL: Over the last decade, more than 60,000 Africans have illegally entered Israel through its porous southern border with Egypt. At last night's rally, Israeli politicians from right wing parties spoke about the fear felt by many Israelis at the presence of African nationals in Tel Aviv.

(SOUNDBITE OF RALLY)

FRENKEL: Lawmaker Miri Regev and Prime Minister Netanyahu (unintelligible) warned the demonstrators, Africans will overwhelm Israelis in Tel Aviv. The crowd cheered when she described the African community as a cancer. They cheered even louder when she blamed leftists in Israel for preventing the state from deporting the Africans.

Israeli newspapers have been filled with headlines in recent weeks about the links between the African community and crime. In the last 30 days, two cases of rape have been linked to Eritrean men in Tel Aviv. Police say that violent crimes among the community are on the rise. But some Israeli commentators voiced alarm over last night's violence against the Africans.

In the popular Hebrew language daily Maariv, columnist Shai Golden wrote about the shame he felt for the way the refugees are being treated. Israel is a country of refugees, he wrote. It should be the last place where they are persecuted.

(AP) ? The maker of Tide Pods will create a new double-latch lid to deter children from accessing and eating the brightly colored detergent packets, a company spokesman said Friday.

Procter & Gamble spokesman Paul Fox said the Cincinnati-based company plans to create a new lid on tubs of Tide Pods "in the next couple of weeks." The company continues to study the design of the package, Fox said.

Doctors say children sometimes swallow Tide Pods and similar laundry products, around 1 inch cubes that are meant to be dropped into a washing machine in place of liquid or powder detergent. Nearly 250 cases nationally have been reported to poison control centers this year, a figure that's expected to rise. No deaths have been reported.

Almost all of the cases so far have been reported since March, when several companies began to market the packets. A handful of children have been hospitalized for several days.

Texas reported 71 instances of exposure this year, all but one in March or later. Missouri reported 25 cases related to the packets, and Illinois reported 26.

Some children might be confusing the tubs of colorfully swirled detergent packets for bowls of candy, said Bruce D. Anderson, director of operations at the Maryland Poison Center. Maryland has reported 15 cases this year.

"Kids are very bright and will find a way to get to something that they want to get to," he said.

Dr. Michael Buehler of the Carolinas Poison Center said Tide's tougher lid could make a difference.

"In a nutshell, yes, it would be good, but I don't know enough," Buehler said. "It's too early to tell."

Spokesmen for Purex, All and Arm & Hammer did not immediately return requests for comment about whether their companies also planned changes. Kathryn Corbally, a spokeswoman for Sun Products Corp., said the company is evaluating its packaging.

The packets appear to cause more severe symptoms than typical detergent, possibly because a single packet has a full cup's worth of detergent or because the packets might activate more quickly or differently.

In suburban Philadelphia, a 17-month-old boy climbed onto a dresser and popped a detergent package in his mouth. The boy vomited, became drowsy and started coughing, said Dr. Fred Henretig of the Poison Control Center at The Children's Hospital of Philadelphia. The boy was put on a ventilator for a day and hospitalized for a week.

Exactly what is risk management? To begin with we will need to ...

Before discussing risk management we need to understand what is risk? A risk is uncertainty of outcome. When an action is taken, and the probability of the outcome is uncertain, it is called as risk. There are risks involved in every action that is taken. Setting up a business is a risk, buying a house is a risk. The topic of risk management has diversified so much that from risk management of financial institutes to software have all become specialised fields. What is understood or practiced generally as risk management is explained below.

1. Identification of a risk
2. Working out the probability of risk occurring
3. Determining the consequences of a risk occurring
4. Finding ways of reducing a risk
5. Reducing the probability of a risk occurring.

Before starting out on any venture, all types of potential risks that can occur and tune into a reality are identified. Lets consider a simple example; if you go to cross a street, you expose yourself to the risk of being hit by a speeding car. If its a crowded street with lots of traffic, the probability of this happening becomes even higher.

Now if a speeding car hits you, the least that can happen to you is that you might sustain minor cuts and bruises. The worst outcome would be you being killed. Now, when you know what the consequences of taking a risk can be, you will find a way of reducing the risk. How do you do that? In this case you will look for the nearest pedestrian crossing and use it. In this way, you will be reducing the risk factor involved in crossing a busy street.

Risk management in any project follows the same basic principles. When a credit card company issues you a credit card, they first run a credibility check. They check to see if you will be able to repay your bills. Based on your income and your expenses they issue you a credit card. If they feel that you are at a greater risk they will cap the credit limit accordingly.

Insurance companies take a risk when they sell insurance. For example, an insurance company sells general insurance. They have several sales agents who are selling insurance. Now, if the insurance company finds out that eighty percent of the shops and offices in a building have been insured by them. They will immediately spread the risk. How they do it is by getting underwriting companies to cover part of the insurance. If the building catches fire, the insurance company plus the underwriters would bear the loss. In case the insurance company does not spread the risk, they would have to pay the entire insurance and the company is likely to fold up in such an event.

Similarly, a bank is under risk if they invest all their capital in a single venture. If the venture fails, the bank will collapse. In property, stocks, and any other business, risk management plays a key role.

In factories and work places risk management teams evaluate the likelihood of disaster occurring. Then they suggest ways of reducing the possibility of that risk occurring. Making workers wear protective and safety gear is a means of risk management.

The gist of risk management is to try to reduce the chances of a tragedy from occurring. Identifying possible risks and reducing the chances of its occurrence. There are unknown risks that can occur and are generally overlooked when doing risk management. Like an earthquake occurring in an area which has no history of earthquakes and is not on a fault line. Such a risk would be left out of the scope of risk management.

Syria violence endangers Annan's ceasefire deadline

BEIRUT (Reuters) - Syrian troops bombarded two restive cities on Tuesday, pursuing an assault on President Bashar al-Assad's foes instead of halting the use of big guns and leaving towns as promised under an international peace plan that now looks in peril.

The opposition Syrian Observatory for Human Rights reported heavy shelling in the Khalidiya area of Homs and said rebels had killed six soldiers in attacks on two checkpoints on a road near the eastern desert town of Marqada, south of the Turkish border.

The rebel Free Syrian Army has said it will cease fire only if convinced that Assad's forces have pulled back.

As the deadline for Damascus to implement the plan crafted by U.N.-Arab League envoy Kofi Annan ran down, Syrian Foreign Minister Walid al-Moualem demanded guarantees from the former United Nations chief that armed insurgents would honor a truce.

"We will not ask the terrorist groups, which are killing, kidnapping and destroying infrastructure, for guarantees. We want Annan to give us these guarantees," he said in Moscow.

China, which along with Russia, has blocked punitive U.N. Security Council action against Syria, said it hoped all sides would immediately obey a U.N.-backed ceasefire aimed at stopping a 13-month uprising from sliding into full-scale civil war.

Moscow and Beijing have both supported Annan's plan, which diplomats say still gives Assad until midnight in Syria (2100 GMT) to start withdrawing troops from urban areas.

Extra conditions set by Damascus have fuelled widespread doubts that the deadline for a full truce to start by 6 a.m. (0300 GMT) on Thursday, April 12, would be respected.

Moualem also said Annan had told him in a recent telephone call that the rebels would be disarmed after a ceasefire.

NO LET-UP IN CONFLICT

There was no respite from violence on the ground.

Syrian troops shelled Hama overnight and mortar bombs were crashing into parts of Homs on Tuesday morning, local opposition activists said. Tanks remained in both cities.

The Observatory, which collates reports from its contacts in Syria, said there was no clear sign of troop withdrawals. Rebels and troops clashed in Deraa, in southern Syria.

Government curbs on the media limit independent reporting from inside Syria.

Russia told Syria to act "more decisively" to implement the terms of Annan's plan but also urged foreign states to use their influence on opposition groups to stop shooting forthwith.

"We told our Syrian colleague ... we think their actions could be more active, more decisive in regard to the fulfillment of the points of the plan," Foreign Minister Sergei Lavrov told reporters after talks with his Syrian counterpart Moualem.

Lavrov said Moualem told him Damascus had begun implementing requirements regarding "the use of weapons" in urban areas.

Moualem told reporters in Moscow some troops had already been pulled back from cities in line with the peace plan, but he tied a full ceasefire to the entry of foreign monitors.

"An end of violence must be simultaneous with the arrival of the international observers," he said, adding that Syria wants a say in how the ceasefire monitoring team is composed.

The U.N. peacekeeping department sent an advance team to Damascus this month to discuss how to carry out Annan's plan for "an effective United Nations supervision mechanism".

An Arab League monitoring effort collapsed in January as intensifying violence made a mockery of an Arab ceasefire plan.

Assad's forces have killed more than 9,000 people in the past year, according to a U.N. estimate. The government says it has lost more than 2,500 soldiers and security personnel killed.

The violence has alarmed Syria's neighbors, especially Turkey which already hosts almost 25,000 Syrian refugees. At least five people, including two Turkish citizens, were wounded by cross-border fire into a refugee camp in Turkey on Monday.

"They are even shooting these fleeing people from behind," Anatolian news agency quoted Turkish Prime Minister Tayyip Erdogan as saying in Beijing. "They are mercilessly shooting them, regardless of whether they are children or women."

Despite accepting Annan's plan, Assad was "continuing to kill 60, 70, 80, 100 every day," Erdogan said.

"What should Turkey do in the event of a border violation? Whatever other countries do according to international politics and international law, naturally Turkey will also do this in the end," he said without spelling out what action it might take.

Another neighbor, Lebanon, condemned the killing of a local journalist by Syrian soldiers firing over the border on Monday.

In Washington, State Department spokeswoman Victoria Nuland said the incidents were another indication that Assad was unwilling to meet his commitments to Annan, saying the Syrian leader was simply trying to "stall for time."

"The world gave Assad a deadline," said opposition activist Mohammad Abdallah. "But he sees it as an opportunity."

Annan himself was due to visit refugee camps in Turkey, close to the border, on Tuesday. His deputy was to brief the U.N. Security Council on the fate of the peace plan later in the day. That meeting in New York is to start at 10 a.m. (2.00 p.m. GMT).

DIPLOMATIC IMPASSE

Failure to end the violence would highlight the diplomatic stalemate pitting Assad's Western and Arab critics against his friends in Russia, China and Iran. They all call for calm but differ sharply over how to achieve this or any political transition that could satisfy the warring parties in Syria.

Moscow and Beijing both mistrust what they see as a Western drive for U.N. intervention in member states on the basis of a "right to protect" that was invoked for Libya last year, when NATO airpower helped topple Muammar Gaddafi.

Popular uprisings have also ousted Arab autocrats Tunisia, Egypt and Yemen, but the conflict in Syria, at the volatile heart of the Middle East, could be longer and bloodier.

"For the time being the regime feels comfortable with the situation as it is. It wants more time to carry out its own approach to the popular challenge, in a military fashion," said Peter Harling, an analyst at the International Crisis Group.

Syria would rely on Russia, which sells it arms and has a naval base on the Syrian coast, as well as on Iran and China to help counter its Arab, Turkish and Western adversaries.

Beirut-based commentator Rami Khouri said much depended on how far "the Russians and the Chinese can withstand being identified with this regime which is carrying out such terrible deeds against its own unarmed people, for the most part".
