World Health Organization: Diesel fumes cause cancer

LONDON (AP) - Diesel exhaust causes cancer, the World Health Organization's cancer agency declared Tuesday, a ruling it said could make exhaust as important a public health threat as secondhand smoke.

The risk of getting cancer from diesel fumes is small, but since so many people breathe in the fumes in some way, the science panel said raising the status of diesel exhaust to carcinogen from "probable carcinogen" was an important shift.

"It's on the same order of magnitude as passive smoking," said Kurt Straif, director of the IARC department that evaluates cancer risks. "This could be another big push for countries to clean up exhaust from diesel engines."

Since so many people are exposed to exhaust, Straif said there could be many cases of lung cancer connected to the contaminant. He said the fumes affected groups including pedestrians on the street, ship passengers and crew, railroad workers, truck drivers, mechanics, miners and people operating heavy machinery.

The new classification followed a weeklong discussion in Lyon, France, by an expert panel organized by the International Agency for Research on Cancer. The panel's decision stands as the ruling for the IARC, the cancer arm of the World Health Organization.

The last time the agency considered the status of diesel exhaust was in 1989, when it was labeled a "probable" carcinogen. Reclassifying diesel exhaust as carcinogenic puts it into the same category as other known hazards such as asbestos, alcohol and ultraviolet radiation.

The U.S. government, however, still classifies diesel exhaust as a likely carcinogen. Experts said new diesel engines spew out fewer fumes but further studies are needed to assess any potential dangers.

"We don't have enough evidence to say these new engines are zero risk, but they are certainly lower risk than before," said Vincent Cogliano of the U.S. Environmental Protection Agency.

Experts in Lyon had analyzed published studies, evidence from animals and limited research in humans. One of the biggest studies was published in March by the U.S. National Cancer Institute. That paper analyzed 12,300 miners for several decades starting in 1947. Researchers found miners heavily exposed to diesel exhaust had a higher risk of dying from lung cancer.

Lobbyists for the diesel industry argued the study wasn't credible because researchers didn't have exact data on how much exposure miners got in the early years of the study; they simply asked them to remember what their exposure was like.

A person's risk for cancer depends on many variables, from genetic makeup to the amount and length of time of exposure to dangerous substances.

A U.S. group that represents diesel engine makers says major technological advances in the last decade have cut emissions from trucks and buses by more than 95 percent for nitrogen oxides, particulate and sulfur emissions.

Some experts said the new classification wasn't surprising.

"It's pretty well known that if you get enough exposure to diesel, it's a carcinogen," said Ken Donaldson, a professor of respiratory toxicology at the University of Edinburgh who was not part of the IARC panel. He said the thousands of particles, including some harmful chemicals, in the exhaust could cause inflammation in the lungs and over time, that could lead to cancer.

But Donaldson said lung cancer was caused by multiple factors and that other things like smoking were far more deadly. He said the people most at risk were those whose jobs exposed them to high levels of diesel exhaust, like truck drivers, mechanics, or miners.

"For the man on the street, nothing has changed," he said. "It's a known risk but a low one for the average person, so people should go about their business as normal ... you could wear a mask if you want to, but who wants to walk around all the time with a mask on?"

The Indian stock markets started of the day on a positive note in anticipation of a favourable monetary policy from the Reserve Bank of India (RBI) on Monday. Positive news from Europe and the upcoming Greek elections also added to the buoyancy. The indices opened well above the dotted line and were trading well in the positive for the entire session of trade. In the final hour of trade markets surged and ultimately closed near the daily high. While the BSE-Sensex closed higher by around 272 points (up 1.6%), the NSE-Nifty closed higher by around 84 points (up 1.7%). The smaller indices had a relatively poorer day on the bourses.

The BSE Mid Cap index and the BSE Small Cap closed 0.6% and 0.5% higher respectively. All sectoral indices closed the day in the positive. Auto stocks saw strong gains on the back of Tata Motor's (TTM) robust global vehicle sales for the month of May, thanks to a strong performance from its subsidiary Jaguar Land Rover. Banking stocks and realty also saw strong gains in anticipation of a rate cut from the central bank early next week.

As regards global markets, most Asian indices had a positive outing today on strong global cues. European indices also opened the day in the green. The rupee was trading at Rs 55.68 to the dollar at the time of writing.

Ultratech Cement (UCLQF.PK) part of the Aditya Birla Group (ABWAF.PK) and France's Lafarge (LFRGY.PK) are separate in talks to buy Jaiprakash Associates' cement units in two states. This deal is potentially worth up to about US$ 1.6 bn, according to a leading business daily. Preliminary talks have been concluded and final bids are expected shortly. Jaiprakash had earlier has spun off its cement units in Gujarat and Andhra Pradesh into a separate company, Jaypee Cement, which has a combined capacity of 9.8 million tonnes. The business could be worth about Rs 90 bn, based on an estimated cost of US$ 160 a tonne for a greenfield plant. Swiss cement maker Holcim, which has stakes in two large Indian cement companies ACC Ltd and Ambuja Cements is also believed to be in the race.

The country's largest private power producer, Tata Power has plans to build more projects based on imported coal. However, this is subject to the government formulating the proper policy framework for sourcing coal from overseas mines. The company is still looking for clarity on imported coal from the government. It has recently commissioned a 4,000 mega-watt ultra mega power project at Mundra. The coal for this project is currently being sourced from Indonesia. However, Indonesia had decided in September 2011 to adjust its pricing policy to bring the prices of its coal at par with international prices. This move made sourcing coal from Indonesia an expensive proposition. The company has another project at Dherand which is also based on imported coal.

BEIJING ? A Foxconn Technology Group employee jumped to his death Wednesday from a company-rented apartment building in southwest China?s Sichuan province, local police said.

At least a dozen Foxconn employees have jumped to their deaths or tried to do so since 2010, casting spotlight on the world?s largest contract maker of electronics. The Taiwan-based company has been besieged with reports of poor working and living conditions for its workers at factories and dorms. The company installed nets in 2010 to prevent such deaths after the spate of suicides.

A public security bureau in Chengdu city announced the death Wednesday on the Sina Weibo microblogging site. The post identifies the employee only by the surname Xie and says the cause remains under investigation.

The official Xinhua News Agency said the man was 23.

TOKYO, June 8 ? Japan's prime minister said today that two idled nuclear reactors in western Japan must be restarted to protect jobs and ensure the ?survival of society?, risking a voter backlash given safety fears more than a year after the Fukushima crisis.

Prime Minister Yoshihiko Noda sought to soothe those worries at a news conference just hours after the former president of Fukushima plant operator Tokyo Electric Power Co testified in front of a panel appointed by parliament to probe the disaster.

The ex-president, Masataka Shimizu, denied allegations he had considered pulling out all the plant's workers as they battled the world's worst atomic accident in 25 years following the March 2011 earthquake and tsunami.

But he acknowledged he might not have been clear about his intentions.

Noda's decision to restart the two reactors, expected to be confirmed at a meeting with key ministers, will ease worries about power shortages among firms in the region, including struggling electronics giants Panasonic Corp and Sharp Corp.

But the move, seen by many as a first step to bringing more reactors on line even before a new nuclear regulator is in place, could undermine Noda's already sagging support among voters still worried about safety.

Noda said the government had confirmed that even if Kansai Electric Co's two reactors at its Ohi plant in Fukui lost power as happened after Fukushima, there would be no damage to the reactors' core.

?Cheap and stable electricity is vital. If all the reactors that previously provided 30 percent of Japan's electricity supply are halted, or kept idle, Japanese society cannot survive,? Noda said, pointing to the possibility that more companies would shift output offshore and jobs would be lost.

?It is my decision that Ohi reactors No.3 and No.4 should be restarted to protect the people's livelihoods.?

Nuclear power had supplied nearly 30 percent of Japan's electricity before last year's quake and tsunami wrecked the Fukushima plant, spewing radiation and forcing mass evacuations.

All of the country's 50 reactors have gone offline since, risking power shortages especially in the western metropolis of Osaka and other parts of Kansai Electric's service area.

Voters want safety

The governor of the host prefecture of Fukui had insisted that Noda make his stance clear to the public. A formal decision is expected to be made soon at a meeting of Noda and other key ministers after the Fukui governor responds.

Japanese voters, however, have grown wary of nuclear power since Fukushima, with surveys showing that about 70 per cent want to abandon reliance on atomic energy even if not immediately.

Around 1,000 people protested outside the prime minister's office in central Tokyo after his news conference, chanting ?We oppose restarts? and ?Protect our children?. More were joining the crowd of office workers, mothers with children and elderly as they waved banners opposing nuclear power.

?The overwhelming majority of the public do not want nuclear reactor restarts, and they are more than ready to work together and conserve power over the summer to remain nuclear free,? environmental group Greenpeace said in a statement.

?By ignoring them and continuing his reckless push to restart Ohi, Prime Minister Noda is compromising the health and safety of millions, and showing just how deep his government is in the pocket of the nuclear industry,? it said.

The government is currently thrashing out a new medium-term energy strategy to replace a 2010 plan that would have boosted nuclear power to 30 per cent of electricity supply by 2030.

Experts say a 15 per cent target for 2030 is likely but the government is not likely to pledge to abandon atomic energy completely by mid-century given the clout of the nuclear industry and business worries about higher electricity costs.

In a sign of the close ties that bind corporate Japan, former Tepco president Shimizu, a target of public outrage after the accident, will this month become an outside board member of Fuji Oil Co., which is owned by AOC Holdings Inc, a firm in which Tepco has an 8.7 per cent stake.

Shimizu was widely criticized for vanishing from public view three days after the disaster struck. He was later hospitalized for dizziness and high blood pressure, leaving the utility's chairman to supervise operations during his absence.

Today, he apologised again for the nuclear disaster but denied charges by then-premier Naoto Kan that he had considered pulling out all the plant's workers.

When pressed, however, Shimizu ? whose frequent comments that he could not recall certain conversations prompted a rebuke from the panel chairman ? said he had never clearly stated that some staff would remain. ? Reuters?

California primary: First step toward recasting American politics?

California held its first open, nonpartisan primary Tuesday. Low turnout notwithstanding, the results suggest that the new format boosted moderate candidates.?

California's pioneering attempt to produce more moderate candidates by tinkering with its primary system appears to have had some success Tuesday.

Tuesday's primary marked the state's first open, nonpartisan primary for statewide and congressional offices. All voters of could vote for any?candidate, regardless of the political party of the voter or candidate, and the top-two vote-getters advanced to the general election, again regardless of party.

The hope is that this system would recast the primary process, which typically forces candidates to move to the left or right in order to win voters.?

Historically low turnout of 15 percent ? the lowest ever in the state for a presidential primary ? makes it hard to draw definitive conclusions from the Tuesday vote. But one survey of the results suggests the system shows promise.

?The new, top two ballot used in California?s primary election appears to give moderate candidates in state races a 6-7 percent boost compared to the traditional, more restricted ballot,? concludes the report by the?Institute of Governmental Studies (IGS)?at the?University?of?California,?Berkeley.?

?It looks like voters want to vote for more moderate candidates and will do so if the ballot provides the opportunity,? said Gabriel Lenz, a UC Berkeley political scientist who led the survey for IGS.

Other analysts are more enthusiastic.?

?This election is a turning point,? says David McCuan, a political scientist at?Sonoma?State?University.??This is a portent of things to come nationally."

He says that it will take a few election cycles for the evidence of moderation to prove true ? and for voters to get used to the new, longer ballots. But he and others agree that the new system points in the direction where American voters are headed. A growing share of Americans is registering as independent, and California's top-two primary allows such voters to be more engaged in the political process. ??

Now at 21 percent ? compared with 43 percent for Democrats and 30 percent for Republicans ? " 'decline to state' has been the state?s fastest growing party for some time, as the electorate is increasingly frustrated with the inability of both their state and federal representatives to get the business of governing done,? says Michael Shires, professor of public policy at Pepperdine University.

He notes that with the exception of a few competitive districts in the state, candidates before now simply had to run to the right or left to get the nomination in the primary and then coast through the general election.

?Now they will have to reach out to broader constituencies in both the primary and general elections,??he says.

For example, moderate incumbent Rep. Jim Costa (D), "would have barely eked out a win" under the old primary system, according to?Doug Ahler, a UC Berkeley grad student who worked on the IGS survey. Instead, he won handily, and his liberal challenger from the left also finished behind the most moderate Republican, setting up a general election between two centrists.?

"We think this is a good example of the top-two ballot doing what it was intended to do," says Mr. Ahler.

Tuesday's results suggest this same result can come in different ways. Twenty-term incumbent Rep. Pete Stark (D) could get a stern challenge from his general election opponent, Eric Swalwell, a Dublin, Calif., city councilman who is also a Democrat.?

?This race is the poster child for moderation,? says Professor McCuan. ?Move to the middle or lose.?

In the long term, results could be?Republicans more appealing to the state?s growing Hispanic population, as well as more pro-business Democrats.?

?That seems to be happening in a few cases,? says Jack Pitney, a professor of government at?Claremont McKenna?College.

But the primary has also?"led to more party on party violence than we might have expected,? notes McCuan.?

That might have an impact on Democrats' hopes of picking up House seats in the fall.?His prediction: ?If Democrats expected to pick up five additional House seats in?California?in order to return Speaker Pelosi to power, that number is probably too high.?

Others, however, caution against drawing too many conclusions from the primary. ??

?Turnout was so low that the data isn?t rich enough to make comprehensive conclusions," says Barbara O?Connor, director emeritus of the Institute for Study of Politics and Media at?California?State?University,?Sacramento.?"We?ll know more in the fall.??
